1. WHAT IS A VISA WITH ENCUMBRANCE?
A visa with endorsement (Special Visa with Enumeration) is for a foreigner who has a ban on entering Turkey (restriction code); It is a special visa type that allows entry into the country for exceptional and compelling reasons such as family reunification, education, work, medical treatment, or commercial activity.
This application, evaluated within the framework of the Law No. 6458 on Foreigners and International Protection, is at the discretion of the administration; individuals deported for reasons of general security, public order, and public health may be excluded from this application.
2. IS IT THE ONLY LEGAL WAY FOR THOSE WITH A TURKEY ENTRY BAN?
Short answer: In most cases, yes.
If the person:
Has been deported
Has committed a visa violation (overstay)
Has received a restriction code (V-71, Ç-114, etc.)

3. WHAT ARE THE DIFFERENCES BETWEEN A SPECIAL VISA AND A REGULAR VISA? 4. WHO CAN OBTAIN A VISA WITH EXPLANATION? (REASONS FOR APPLICATION)
Not everyone with an entry ban can apply for this visa. For the application to be accepted, one of the following reasons must be proven with concrete documents:
Family Reunification: Having a Turkish citizen spouse or child is one of the strongest reasons for acceptance.
Work Permit: Receiving an official job offer from a company in Turkey and obtaining approval from the Ministry of Labor.
Educational Purpose: Being enrolled in a university in Turkey (Associate's, Bachelor's, Master's).
Health and Treatment: The necessity of having a life-saving treatment performed in Turkey.
Commercial Investment: Establishing a company in Turkey or continuing existing commercial activities. !!IMPORTANT NOTE!!
Individuals Who Cannot Apply for a Visa with Explanations and Obstacles
The visa application process with explanations is an exceptional process at the discretion of the administration. Therefore, not every application is successful, and in some cases, the right to apply is completely closed or the probability of rejection is close to 100%.
Applications for visas with explanations from individuals meeting the following criteria are generally not processed or are directly rejected:
Those Who Pose a Threat to Public Security and Public Order
Terrorist Organization Connection: Individuals whose connection to terrorist organizations has been determined or for whom there is intelligence data to that effect.
Serious Criminal Record: Those convicted of serious crimes that would disrupt public order in Türkiye or their own country, punishable by imprisonment.
G-87 Restriction Code: Foreigners considered dangerous in terms of general security. Individuals Posing a General Health Risk
Individuals with infectious diseases that pose a serious threat to public health (according to the criteria of the Ministry of Health).
Those Submitting False Documents and Misleading Statements
Those found to have submitted false documents in previous visa or residence permit applications.
Those who fraudulently fabricate the justification for a visa (e.g., marriage or employment contract).
Those Engaging in Prohibited Activities in Türkiye
Individuals deported for reasons such as espionage, pimping, or drug trafficking. Those who previously entered with a visa and engaged in activities contrary to the purpose of the visa (e.g., coming with a student visa and working illegally). Unpaid Administrative Debts
Applications from individuals who have not paid administrative fines (visa violation fines, etc.) incurred during deportation will not be processed until the debt is settled.
